I have 2 bitaxe ultra with identical configurations but one of them always seems to be hashing a little slower than the other. I've tried factory resets, and even changed the thermal paste, but it doesn't make any difference.

The paste has nothing to do with the hash rate.

You can raise the voltage on the slower device.

Each ASIC comes from different manufacturing batches so they will all vary slightly in their performance.

No two asics will be the same. The chips in the bitaxe are used asics taken from retired antminers and the like. Try tinkering with your settings to match the performance but be sure to monitor your temperatures.
